What other sites get wrong

Each of these is repeated across commercial photo sites. We checked the authority's own page and could not confirm any of them.

“The Nigerian passport photo is 413 × 531 px at 300 DPI.”

No government source states this. The portal requires at least 600 × 800 px. The reason nobody quotes it correctly: the portal is a single-page app, so its HTML is empty and neither search engines nor scrapers ever see the numbers.

What gets a Nigeria photo rejected

Every line below is the authority's own wording. These are the reasons applications actually come back — more often than a wrong measurement.

Eyeglasses are no longer allowed in Passport photo.
No sunglasses or other items that obscure the face. Hats or head coverings are only allowed if worn for religious reasons AND if they do not obscure any facial features.
Smiling or frowning is not allowed, as it can alter facial features.
Black and white photos are not acceptable.
Hair should not cover the face or ears.
The image must not be overly compressed (the compression ratio used should be less than or equal to 20:1).
Head must not be tilted up, down, to the side, or toward the shoulders.
Do not use any apparel-headphone, mask etc.

Can you just use the ICAO standard?

No. The rule is 50–69% of image height. ICAO's 70–80% does not fit inside that range, so an ICAO-derived crop can be rejected.
